CONSOLIDATION
OF ALL MOTIONS FROM REGIONAL MEETINGS
(1983-2005)
The following is a consolidation of all motions made at Regional Meetings from 1982 through 2005. The minutes from 1983 Dallas and 1988 were unavailable. All motions to change previous motions have been deleted for clarity, and only the current and final versions of motions are included.
These are
the motions restated after the 2005 SCR Regional Meeting.
2. Regional Championship Events:
1.
The helpers of the Regional Championship will be selected by
the Regional
Director, the Regional Training Director, and a USA National
Teaching Helper
in the South Central Region to be decided between the teaching
helpers
independent of this region. In the event that these individuals
are unable
to select, the Assistant-Regional Director, another USA teaching
helper, or
another Regional Officer will be appointed. Motion
Passes (2005).
4. The host club will decide the date of the Championship (1982).
7. A dog may enter to earn a new higher title at the Regional Championship if desired, or repeat a previously earned title (3/89).
12. The Region will have a FH Championship in conjunction with the Regional Schutzhund Championship beginning in 1996. The FH Championship will be an option for the 1993 through 1995 Regional, since site selection has already been made without the requirement of the FH Championship (2/15/92).
4. Regional Director Expense Fund:
5. Regional Director to supply an expense report at regional meeting (end of year). (3/16/02)
6. Regional Secretary:
1. A two year post for a Regional Secretary to take minutes of the Regional Meetings and to send those minutes out promptly has been created (1985).
2. The Regional Secretary will prepare a booklet containing all motions from previous Regional Meetings (1986).
3. The Regional Secretary shall send the minutes of the Regional Meetings each year to the club delegates present (2/8/97).
11. New Regional Motions:
1. New Regional proposals must be included on the meeting agenda (1986).
2. Sixty days prior to the Regional Meeting the Regional Director will solicit from the clubs items to be added to the agendas. The club contact person will be responsible for a response to the Regional Director.
4. The agenda for the Regional Meeting be submitted in writing to the Clubs at least 30 days before the date of the Regional Meeting (2/4/96).
7. All Regional meetings will be smoke free (2/2/96).
14. Teaching Helper Status:
2. Not to reinstate Mike Laney as a Teaching Helper (2/11/95).
3. Chris Widmer voted as a Teaching Helper subject to Helper Program Bylaws (2/4/96).

1. Scheduling of Trial Dates:
A letter will be sent to USA President Slavens, scheduler of judges Riedel and Director of Judges Shumaker stating that we require that no trials or seminars be approved unless they have been pre-approved by the Regional Director (1985).
There will be no conflicting trials within 5 days of each other within a 100 mile radius unless the other club considering a trial agrees to it (2/8/97).
Require a minimum of 3 months for a request for an Events Authorization Form (2/8/97).
The Regional Championship must be a two-day trial with tracking on the first day and obedience and protection on the second day (1982).
Each club is responsible for a $50.00 donation to the host club (1982).
The Regional Director will organize a series of workshops to be given by Schutzhund Club members at the Regional (1982)
The Regional Meeting will follow the tracking phase at the Regional Championship (1984).
Imported dogs shown in the Regional Championship must have their scorebook registered with USA at least 6 months prior to the Regional Championship (9/23/89).
The South Central Region will pay the entry fee of the Regional Champion SchH III to the next North American Champion and to the next Nationals, to be paid out of the Regional Directors Expense Fund (1989). (resinded 3/16/02)
In the event the Regional Champion SchH III dog cannot compete at the Nationals or North American, the 2nd place SchH III dog will have its entry fees paid to represent the region, assuming a qualifying score for the event. Then 3rd place if the 2nd place dog cannot enter, etc., always assuming a qualifying score (1989).
Sponsorship money form Regional Events is to be used for :nonprofit items such as trophies, fees, plane tickets, etc.,upfront money for profit-making items which must then be reimbursed by the host club back to the Regional Fund for future regional events (2/26/91).
Any team can show and will the South Central Regional Championship and obtain the title of South Central Regional champion; however, only a member of the South Central Region with the highest score shall receive any funds for National Competition.
3. Proxy voting at the USA Nationals:
The Regional Director will bring before the general board a petition that all members are allowed to vote by mail.
A flat fee of $50.00 per club will be set for the Regional Directors Expense Fund rather than $7.00 per member per club. The Trophy Fund fee per club will also be $50.00. Both are to be paid by December 1st of each year, and a late fee of $25.00 for each of the 2 funds will be charged if not paid on time, and the club will not be allowed a representative vote at the Regional Meeting until all fees and late fees are paid (2/17/90).
Affiliated clubs will pay $25.00 per year to the Regional Directors Fund (2/4/96).
Forming clubs will send a book of stamps to the Regional Director per year (2/04/96).
Each year at the Regional Championship the winner of the Bill Dooleys Traveling Trophy (high scoring/owned trained/owner handled dog) shall have their name inscribed on a plate; to be paid for out of the Regional Directors fund, and the plate placed on the trophy (2/24/01).
5. Breed Registry Program:
The South Central Regional will send a letter of support to Kay Koerner for the proposed Registry Program with the following changes: FCI rules in place of German rules and dogs without an a stamp or with mild, moderate or severe hip dysplasia cannot be registered (1984).
7. Professionalism:
Professionalism as a problem within the National organization must be dealt with on an individual basis. Professionalism is not a problem within our region (1986).
8. Newsletter:
The 1st issue of the Regional Newsletter will be funded by the Regional Directors Expense Fund and will be worked on by Mike Laney, Bev Ryba, and Amy Jordheim (1986).
9. SV Judge Scheduling:
The South Central Region should recommend to the General Board that the SV Judge scheduler make the arrangements for SV Judge travels (1986).
The Region should recommend to the General Board that the position of scheduler should be an elected position (1986).
10. Helper certification program:
The region will elect a committee of 5 people to put together a helper Certification program for the region (1986).
The Region will set 5 guidelines for the new program (1986).
I. The training rather than the certification part of the program will be emphasized.
II. The committee will look at accepting a program identical to the SV Teaching Helper Program.
III. The committee must make an initial draft by June 1, 1986 on the findings of the committee and the findings must be sent to the Clubs by certified mail. The clubs must respond in writing within 60 days.
IV. The committee will include a cost analysis in their report. The ultimate goal is education to guarantee safe and correct helper work.
Mike Laney and Jack Coleman were voted in as Teaching Helpers (1989).
In the event there are fewer than 4 Teaching helpers in the Region, Advanced Helpers shall be elected to fill each Teaching Helper vacancy on the Helper Certification committee. Advanced Helpers shall be limited to a term of one year (2/15/92).
Accept all 3 current Advanced Helpers in the Region; Don Lee, Danny Grayson and Bill Vandenberg, as a group into the vacancies on the Helper Committee (2/15/92).
Helper Program Bylaws Change: Revision to Helper Program Bylaws passed (2/11/95).
The club hosting the South Central Regional Schutzhund Championship be paid the Regional Championship funds at least 30 days in advance (2/4/96).
E. A bylaws committee to be formed and bylaws presented to al clubs 30 days before next Regional Meeting to be voted on at the meeting (2/4/96).
F. Bylaws committee to be mad-up of volunteers from all members of the south Central Region with 7 members being nominated by the majority vote of all South Central Clubs via mail ballot (2/2/96).
12. Breed Wardens and Tattooers:
The form suggested at the Regional Meeting (1989) was accepted. It gathers basic information on past experience of those applying to be either Breed Wardens or Tatooers (1989).
13. Memorial Trophy for Bill Dooley:
Regional Memorial Trophy to be established in memory of Bill Dooley to be presented to the High scoring/owner trained/owner handled dog at the South Central Regional Championship. Trophy to be donated by Greater Houston Club. The trophy to be a rotating trophy beginning in 1995.
14. Teaching Helper Status:
Reinstate Jack Coleman as a Teaching helper subject to Helper Bylaws (2/11/95)
